NOTICE OF TRUSTEE’S SALE OF REAL ESTATE

WHEREAS, on the 12th day of June, 2009, DAVID R. WHITED and wife, LYNN A. WHITED did make, execute and deliver a certain Deed of Trust to Stephen L. Rains, as Trustee, to secure the payment of a certain Promissory Note of even date therewith, with said Note being payable to Progressive Savings Bank.  Said Note is more fully described in said Deed of Trust of record in Book 159, Page 656, recorded on June 16, 2009, and to which Deed of Trust reference is hereby made; and

WHEREAS, default has been made in the terms, conditions and payments provided for in said certain Note heretofore mentioned, and the holder and owner of said Note has declared the entire unpaid principal balance of said Note, together with all accrued and unpaid interest, due and payable as provided in said Note and Deed of Trust.

SECTION 00020 – NOTICE TO CONTRACTORS

Sealed construction proposals for the Replace REILs for Runway 18 and Runway 36 Project for the Jamestown Municipal Airport will be received by the Jamestown City Hall, 314 East Central Ave., P.O. Box 670, Jamestown, Tennessee 38556 until 1:00 p.m. local time on January 5, 2018.  Bids which are delivered in advance by any means shall be delivered to: Jamestown City Hall, 314 East Central Ave., P.O. Box 670, Jamestown, Tennessee 38556, Attention: Gail Dishmon, City Recorder.  They shall be clearly labeled: Bid for Replace REILs for Runway 18 and Runway 36 – Jamestown Municipal Airport DO NOT OPEN UNTIL BID.

The work consists generally of airport electrical work for removing existing Runway End Identifier Lights (REILs) and installing new REILs in a relocated position.

It is the sole responsibility of each prospective bidder to notify the Engineer (Neel-Schaffer, Inc., aaron.mcneal@neel-schaffer.com, 334-539-8883, 210 25th Avenue North, Suite 800, Nashville, TN 37203, 615-383-8420 (alternate number)) that you are a plan holder in order to receive addenda.  Each prospective bidder shall provide and maintain the following current information with the Engineer: company name, contact person, mailing address, e-mail, and telephone number.  Complete sets of digital drawings and digital specifications can be e-mailed to prospective bidders at no charge.  To receive the plans and specifications, prospective bidders need to send an e-mail request to aaron.mcneal@neel-schaffer.com with the aforementioned required information.  Printed hard copy sets will not be issued.  Plans are anticipated to be available on December 14, 2017.

Drawings and specifications may be examined at Neel-Schaffer, Inc., Nashville, Tennessee; Jamestown Municipal Airport; and McGraw-Hill Dodge Corporation.

The City of Jamestown, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000D to 2000D-4 and Title 49, Code of Federal Regulations, Department of Transportation Subtitle A, Office of the Secretary, Part 21, Non-Discrimination in Federally-Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all Bidders that each Bidder must affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, creed, sex, handicap, or national origin in consideration of an award.

Each proposal must be accompanied by a Bidder’s Bond on the form contained in the Project Manual from a surety company acceptable to the City of Jamestown or a cashier’s check or certified check made payable to the City of Jamestown for not less than five percent (5%) of the total amount of the bid.  A 100% Contract Bond will be required of the successful Contractor.

Liquidated damages for delay in contract completion shall be as stated in the Proposal.

All Bidders shall be licensed Contractors as required by the Contractors Licensing Act of 1976 of the General Assembly of the State of Tennessee, and all amendments thereto in effect on the date of receipt of bids.  The proposal must be submitted on the form furnished herein, which shall be enclosed (with all other required forms) in a sealed envelope clearly labeled with the name of the project, bidder’s name and address and license number, classification, expiration date, the date and time of the Bid Opening, and state “DO NOT OPEN UNTIL BID” (so as to guard against premature opening of any bid). Failure to show these items on the outside of the envelope will result in the bid being returned to the Bidder unopened.

All Bidders shall complete and certify the enclosed Drug Free Workplace Affidavit.

Withdrawal of Bid:  Any Bidder, upon his and his authorized representative’s written request, will be given permission to withdraw his proposal not later than the time set for opening thereto.  At the time of opening of proposals, provided written request has been submitted prior to the time of the opening, when such proposal is reached it will be returned to the Bidder unopened.  Unless contrary to the statues of the State of Tennessee including local charter provisions no Bidder may withdraw a bid submitted for a period of sixty (60) days after actual bid opening without Owner’s consent.

Award will be made to the lowest responsible qualified Bidder in accordance with Contract documents, if awarded.

Important Notice to Bidders:  There will not be a pre-bid conference, but contractors are encouraged to visit the site prior to submitting a bid.  The Jamestown Municipal Airport is located at 125 Airport Rd, Jamestown, TN 38556.  Contractors interested in visiting the site should call the Airport Manager to schedule a time.
