Homeowner Housing Rehabilitation Program to Begin Taking Applications

The City of Jamestown and Fentress County have been awarded a Tennessee Housing Development Agency HOME Rehabilitation grant for the purpose of bring homes up to the Southern Building Code Standards. Applications will be taken for those interested in having repairs made to their home at the Fentress County Courthouse on Tuesday, August 30, 2016 at 5:00 p.m.. To be eligible you must have owned your home for a period of one year and presently live in the home. You must be low-income (information on income guidelines will be available). In addition, your home must need repairs to bring it up to local standards. This is not a remodeling program and only those in need will be considered for this grant. Mobile homes are not eligible for the THDA HOME Program.

As with all federal funding, you must provide certain information in order to apply. In order to assist in having your application taken quickly, you will need the following information to submit your application:

Full names, amount of income, and social security numbers for everyone living in your home.

Verification of income, which can be either a copy of a government check (Social Security, SSI, VA, AFDC, etc.), a copy of a bank statement which shows the amount of direct deposits of government checks, and award letter for a government check, a copy of a paycheck stub showing your year-to-date earnings, and official statement from your employer which shows your income tax statement for self-employed individuals.

A copy of the deed to your property.

A copy of your property tax statement with receipt showing 2015 taxes paid and proof of no outstanding taxes.

A copy of your homeowner’s insurance which provide the amount of your coverage.

For the application, you will need to state your regular monthly payments, the name, address and phone number to your mortgage institution and the repairs needed to be made to your home.

DESIGN & CONSTRUCTION OF A RETAINING WALL/ADJOINING STRUCTURES WEST SIDE OF FENTRESS COUNTY COURTHOUSE SQUARE

Fentress County Government invites sealed bids for the courthouse retaining wall construction project, to be received at the Office of the Fentress County Executive no later than 2:00 p.m. central on SEPTEMBER 12TH 2016, at which time the bids will be publicly opened and read aloud. Bids received after the stated time will be considered invalid and rejected. Specs may be obtained at the Fentress County Executive Office in the courthouse at 101 Main Street, Jamestown, Tennessee, (931) 879-7713.

The activities proposed are comprise a project for which a Finding of No Significant Impact on the environment was published on August 24, 2016. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Jamestown City Hall, 314 East Central Avenue, Jamestown, TN 38556 and may be examined or copied weekdays 8:00 a.m. to 4:00 p.m..

PUBLIC COMMENTS

Any individual or group, or agency may submit written comments on the ERR to City of Jamestown. All comments received by August 31, 2016 will be considered by City of Jamestown prior to authorizing submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION

City of Jamestown certifies to the Tennessee Housing Development Agency that Mayor Ryan S. Smith in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Tennessee Housing Development Agency’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Jamestown, TN to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

The Tennessee Housing Development Agency will accept objections to its release of funds and the City of Jamestown’s certification for a period of 15 days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Jamestown; (b) the City of Jamestown has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Tennessee Housing Development Agency; or d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory form the standpoint of environmental quality.

Because the grant award year Project will involve activities at several scattered sites for which the exact location will not be known for some time, an environmental review strategy has been developed including Site Specific Checklists, to assure that the required environmental review is completed for each site. If environmental factors are identified as having an impact on the project or any of the specific project sites, they will be addressed on a case by case basis.

Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Tennessee Housing Development Agency, Andrew Jackson Building, Third Floor, 502 Deaderick Street, Nashville, TN 37243, Attention: Community Programs Division.
